HOW THE TOP AGENCIES ARE DETERMINED

We first screen agencies to ensure they've submitted the minimum number of winning entries required.  We then calculate their average based only on their highest-scoring entries, the number of which will be the same as the minimum entry requirement.  Ties are broken based on the highest rank achieved within the Top 100 results.

So, if an agency submitted 10 annual reports for this year's competition, only the six highest scoring reports would be used to determine that agency's average. 

Through this scoring system, agencies submitting a large quantity of entries will not be penalized if some submissions fair considerably worse than others; instead, they'll have equal footing versus an agency submitting six high-end entries.
